By Luke May For Mailonline. Drivers with a photocard driving licence that has recently expired have been let off the hook by a seven month extension due to the coronavirus crisis. Normally drivers are required to new the photocard part of their driving licence every 10 years and update if their name or address changes. Motorists can face an on the spot fine for having an out of date licence. DVLA guidance published on June 4 said: ‘A new EU regulation has now been introduced which means photocards that expire between 1 February and August 31, will be automatically extended for a further 7 months from the date of expiry. It comes after lockdown slowed the DVLA’s capacity to process application from motorists as – like many businesses – its workforce is mainly operating remotely from home. It had previous warned drivers in April that those using its services should expect ‘significant delays’ during the coronavirus crisis.

I have now been the elected committee member to liaise with the DVLA on behalf of club members for many years. To re- claim an original number can be and normally is a very lengthy process. Applications can be made at any time but the vehicle must be complete. Authorisation to re- register cannot be given on disassembled vehicles.

Much of the work of the Machine Registrar and Archivist is concerned with regaining original UK registration numbers or obtaining age — related numbers when a bike has been rebuilt. There are good reasons for the need to inspect vehicles. It is not unknown for bikes to be bought from number plate dealers and for it to be found that different frame numbers have been stamped all over the frame tubes. I have seen pictures of bikes with 20 or 30 different numbers stamped on the top frame tube under the petrol tank.

I am also aware of instances where replica cars have been manufactured in South America and then passed off as genuine ‘s machines worth many tens of thousands of pounds. It is easy to understand why DVLA have become concerned at this and have tightened the procedures. Quite simply, if the AOMCC want to continue to operate the registration number services we need to carry out the inspections.

Presenting a “special” composed of a variety of components of different marques, and only one or two Ariel parts, is going to be problematical. DVLA reserve the right to carry out further inspections of your motorcycle, when you apply for registration. When you reach the stage that you need to regain an original registration number or to obtain an age related number, the first thing to do is to contact me. Having found out where you are based, I will contact the local Branch Secretary or other Club Officer and put them in contact with you.

I will also provide them with an inspection form which is to be returned to me.

Skip to content. Date published: 08 July Infrastructure Minister Nichola Mallon has today confirmed that the Driving Licence Regulations will be amended under Article 5 3 of the Road Traffic NI Order to extend the validity of theory test pass certificates for learner drivers during the Covid crisis. This will be a welcome relief for many learner drivers who are worried about losing out due to the impact of Covid on our services. My priority during this crisis is to keep people safe and to minimise disruption and inconvenience to our customers.

This legislative change will come into effect in September and will be applied retrospectively. It will benefit over 1, people. Fortunately as we now look to recovery, the Department has been able to confirm that a number of services will now return. The DVA has reinstated motorbike driving tests from 6 July and tests for drivers of buses, tractors and module 4 CPC tests for lorry, bus and coach drivers, are planned from 20 July.

While a date for the resumption of these services has not yet been confirmed, this legislative change is a step forward for drivers who have already passed their theory test and are keen to take their practical driving test. I will continue to keep the public updated during this changing and challenging time.

Skip to content. Northern Ireland driving licences are made up of two parts, a plastic photocard and a paper part, known as the paper counterpart. Informing the DVA of your changed details will make sure your records are up to date and all future driving licence renewal notices are sent to the right address. You will have to complete a DL1 application form and post it, along with the required documentation, to the DVA.

An address outside Northern Ireland cannot be applied to a Northern Ireland driving licence. Making a name or address change to your driving licence does not automatically make a change to your vehicle registration certificate or your vehicle record.

Certificates of proof of date of manufacture. Dating evidence. DVLA age related letters. Call them what you will, Rick Brett is the only DVLA single manufacturer.

The DVLA require an owner to provide evidence of the manufacturing date from the manufacturer where available. Until recently this has been problematic with Volkswagen vehicles as there has been a considerable lead time in obtaining such a document from the Volkswagen museum in Wolfsburg. However, this has changed, documents are now supplied from Volkswagen Classic Parts who are now able to supply a Data Sheet correlating production date and chassis number VIN with a slightly quicker turnaround.

I have supplied a sample of this document to the DVLA and received confirmation that it is admissible evidence for all applications. Should Volkswagen inform an owner in writing that they cannot provide the details then in most cases the Historic Volkswagen Club can help. We are able to issue an Age Certificate in the form of a letter confirming the period of manufacture of a Volkswagen vehicle for use by an owner to obtain an ‘Age Related’ registration mark in the UK.

This letter should then be passed, by the owner, to the DVLA for processing. We may be able to provide proof of production date for ‘Historic Vehicle’ classification depending on available data but the VW museum should be approached first. To obtain an age verification letter the owner MUST supply the club with the following items

Keeping your driving licence up to date

So…after weeks of classic car owners being in a state of mild panic and worry after the DVLA Crackdown on Classic Car Ages we take a look at the responses and whether you really have to prove the age and identity of your vehicle. Earlier in the year some classic car owners checked their morning post to find a letter from the DVLA, asking them to confirm the recorded date of manufacture of their vehicle.

The DVLA would then assess whether the date of manufacture was indeed correct. If they concluded that the date was incorrect the owner would then be issued with a new vehicle registration certificate, which would involve a new registration number. In some cases an Individual Vehicle Approval may be required along with a Q registration number if appropriate. With the purpose of becoming more efficient, the DVLA closed its Local Offices and centralised their records, including records of V and age related registration applications.

DVLA has announced that the expiry date of photocard driving licences has been extended by seven months, following a change of EU regulations. This applies to year photocard licences expiring between 1 February and 31 August , including 5-year Group 2 vocational licences of holders under 45 years old. It does not apply where entitlement to drive expires, where a renewal must be made in the usual way. If a driver has already applied online to renew their photocard, this will be processed as normal.

If they have already sent a paper application to renew their photocard there will be delays in processing, but the seven-month extension will apply in the meantime. This extension will make it easier for drivers who need to update their photocard licence with a new photograph. As long as they have a valid licence, drivers will be able to continue to make essential journeys. The extension is automatic so drivers do not need to do anything and will be sent a reminder to renew their photocard before the extension ends.

This is unlikely but by no means unknown, so well worth investigating. Firstly send them to me by registered post , I will then make authorised copies for you to send to Swansea with the application, and return the originals to you by registered post. I shall need pics of the completed bike and of the frame and engine numbers. There is a charge for each certificate, report or authorisation and for each authorized copy as required.

It is possible to complete the registration process yourself and the DVLA will send a pack of forms on request, but it is complicated and we can complete either option for you if you wish. If I can be of further assistance please call During this time many records were lost, destroyed or otherwise not transferred and by closure of the process in many existing vehicles were not on the new system. Under no circumstances should you send original documents to Swansea at this stage in case of loss.

Either way the first step is to obtain a dating certificate based on the frame number of your motorcycle. We need to see photos of both sides of the machine, and its frame and engine numbers, also the originals of any documentation you have to support the application. Send these by registered post to us for authorised stamped copies, which DVLA will accept. You can apply for the registration personally based on these documents if you wish or the club will handle the complete process for you if required, for a fee.

We supply and complete all the necessary forms and authorisations, then forward to Swansea on your behalf including all postage and copying costs etc. Please contact Mike Powell or Mike Estall if you need any more information on your machine or the registration process.
